I am about to apply plaster gauze over foam formers to make mountains on my layout. How well will the plaster stick to my plywood base? Is it better to have the plywood bare or painted? Water or Oil based paint? Is there anything I can do to make it stick better?

It will stick just fine whether you paint it or not, so save yourself the expense of painting and just apply.
