One more thing: Make sure you get "O-gauge" cork roadbed.  (That's what gauge Lionel trains run on.)  Otherwise, it will be too small for your purposes.

Thanks for the help!  I am not worried about inexpensive but would like to set up sooner than later.   This is a set up for the season.  I will try to get the cork.  Thanks again.

Are you looking for something quick or inexpensive?  Cork or foam roadbed would help to quiet things down.  (Foam more than the cork).  Woodland Scenics makes the foam roadbed in rolls but it won't be an inexpensive proposition.  Midwest Products makes good cork roadbed.  Both can be found at your local hobby store (LHS).

Two suggestions: use a thin cork roadbed (available on-line or at hobby shops), or use a thin vinyl underlay (1/8" yellow stuff meant for use in commercial establishments).  It may be cheaper to simply place a thin spread of acrylic latex, or silicone caulking that is foam-friendly, under the ties.  You want a dual density between the ties and the foam surface, so a vinyl or cork should do it.

Newbie here.  We have a x-mas layout and this is the 2nd year that it will be set up.  We have the Lionel New York central flyer.  Our set up is on 2 inch to 4 inch styrofoam over partical board.  Does any one have any suggestion on how to make the track queiter when the train goes over it.
