 I will look into the magazines. I was trying to find out if there is any one in Richmond, VA who can help building the layout. If I don't find anyone locally then I will have to decide to find someone from model railroad magazine.

Look in the ads in the back of Model Railroading magazine- there are two or three for custom layout builders (they tend to be quite expensive however).  There are also one or two ads for stock layout material already cut and assembled or you can get just the components.  Kalmbach has a good book on building benchwork.
