Correct, one to control each one of the four turnout portions of the double crossover.
For manual ground throws, you can use the Caboose Industries 220S.

Edit Note: The 220S has an electrical contact for lighting. The 202S is less expensive and comes without the electrical contact. Both will work for this purpose.

Insulfrogs are your best bet because the Electrofrogs will be more difficult to wire and they should not be necessary.
The 220S will work fine on the Peco Code 83 turnout.
Actually, with the spring installed on the Peco Code 83 turnout, you wouldn't even need a ground throw.
Just throw then by hand with a flick of the finger.
Does He really need the 220s with the Electrical contacts? Or would the 202s be better and cheaper for Him?

Frank, you are correct. I should have said, 202S.
Double Crossovers do not use ground throws. They are located in places controlled by a tower and are controlled from the interlocking machine. Ground throws on a crossover are DANGEROUS to the crews who must cross live tracks to complete the alignment. You also need interlocking signal control to protect those tracks.
Nope, no way, not at all... Those beasts are always controlled from the tower.
On most interlocking machines, even though there is only one lever, there are two distinct controls on the frame, one for each switch. Each turnout must report back that it has moved and is locked before the lever will move to the reverse position.

I hate to challenge the Lion but we had a double crossover right in front of the yard office in the old Big Four yard at Brooklyn Illinois. It was hand thrown.
The TRRA also had a least one double crossover at Bridge Jct. (at the west end of Brooklyn yard) that was hand thrown by a switch tender at that location. It was on one of the busiest main lines (or is it mane lions?) in the whole St Louis terminal area.

But those on not on railroads, they are in the yards. Tracks are protected by yard limits.
Besides if I say you should build a tower, then you should build a tower. The last challenger that came by here ended up in a pulled port sandwich.
