Theres nothing more scientific to it than using a small powerdrill to redrill out the existing hole to the new diameter, I use a progression of 2 or 3 drill sizes and just make sure I'm as vertical as I can be before drilling. The progression helps as the bits tend to hunt for the easiest path and drilling only a progression of slighty larger holes eases that and helps keep it all aligned. A small drill presss would be a huge help, but since I dont have one I make do. I used the wheels from a HLW minicar, I have a lot of them since I only use metal wheels. I cut off the plastic rear axle portion flush, set it on the bench, hold it and place the drill on top and hope I'm verical. Like I said, it took a couple tries, had some real bad wobblers. Like I said, a press would be real nice.

Nice project Vic. I hope the missus is fully recovered. I would love to rummage around in your parts bins someday. Would you car to share the tricks to putting wheels on a stompers chassis? Also anyone know what issue(s) of GR this was originally published in?

Wife was under the weather this weekend, so I had to play nursemaid. But while she napped, I hacked!
Had a Stomper drive I picked up at Big Lots! a while ago, I wanted to get something built onto it, I had a idea, so given that I had a free weekend (in that I had to close at hand for any requests)I did a mad bash and finished painting it tonight (I still have wet paint on my fingers as I type)

Final painted model. Still needs a little weathering, and a dull coat.
Materials are off the shelf styrene products, balsa wood, a pilot from a cheap toy train, two benches from Korber, and a spare Mack hood, give it a try you newbies these are fun!
