Aristocraft sells a gondola with a snow plow mountded on it with a working light. A chimney brick is needed to weight it down to plow. Mine works great up to 5 inches of snow, and needs a robust engine to push it in that snow. I use a pair of Aristo sd-45's. snow plow street price is close to $100 and the SD-45 iss $250.

LGB sells a motorized snow plow(#25604), I have not seen one in action. Cost would be just under $300 street price.

Hi, Corey. Welcome to the hobby and to this forum. It's nice to have young people like yourself joining us.

To answer your track rust question: DO NOT use Bachmann track outdoors!! You can not stop it from rusting, it quickly becomes a mess. Aristocraft, USA Trains, & LGB make brass track and brass will not rust. Aristocraft also makes a stainless steel track that will not rust either. It is more expensive than brass, but conducts electricity better than brass. Unless you will have a very large railroad I think stainless steel track is probably not important.
