How about 'no more nails'. They advertise that as sticking anything to anything, should work as the weight of the rail will be pressing down on the base.

While railfanning CSX's River Line in Ulster County, NY, I picked up a piece of rail that's about 1/8 of an inch thick. I want to try making a bookend out of it but don't know how to attach it to a base. Any ideas?
