Technically, Willy, there are other hobby magazines (like Steam in the Garden) that may publish a photograph. You may also sell a photo to any number of places, such as a news outfit or another website. It may seem silly to mention this, but as a publisher we must follow the laws/rules.

You may submit anything that a) hasn't been published in the magazine before and b) that is your original content (don't grab a photo from somewhere and claim it's yours).
If it's been in a forum, that is fine (assuming you haven't been paid for it and/or signed a contract).
