Ted, those aren't USA wheels. The flanges are not the same, and USA's wheels are plated (I believe--they're not unplated steel, though, as your wheels are.) The Sierra Valley wheels have a round fillet between the tread and flange, and also a smaller flange than the USA wheels. Here's a photo of the Sierra Valley wheels, in their various sizes and finishes.
If I had to guess, I'd say yours are identical to the ones in the middle--Sierra's "unplated steel" finish. As I mentioned, I've got a few sets of these myself, and they get a mild dusting of rust on them over time; mine looked almost identical to yours before I painted them. Good wheels, though if you're in a humid climate, I'd probably opt for the nickel or black-oxide plated versions.

All LGB wheels I have seen are metal rims with nickel plated brass metal. Only the axles are steel.
The wheels in the picture do look like they could be the USA Trains bright wheels.
USA trains had solid metal wheels with a small plastic insulator at the axle.
PS, I all my stock I do not have steel wheels, they are mostly plated brass. Steel would rust very quickly and my axles do rust, the wheels do not rust.
Those look like Sierra Valley wheels.

I've got a few pair. They roll very well. They're available in a number of different diameters and finishes.
They may be Bachmann wheels, but several other manufacturers have produced steel wheels over the years such as USA Trains, AristoCraft, etc. I've even purchased bulk wheelsets on e-Bay from various sources that were made by unidentified companies..
