Titebond III is a waterproof wood glue.  It is tan in color in liquid form.  The key is the waterproof  property when its cured.  Regular wood glue will wash away while a waterproof wood glue will keep the balast together much longer.

Rex, thanks a lot for the help, I assume  when you say " to stick to with the glue this year" , you mean white glue?

Thanks , John

I have used a 50-50 mixture of Titebond III and water sprayed onto the balast.  It does hold the balast together but doesn't breakup very easily when you want to dress up the roads.  I'll probably stick with the glue this year and see how it goes.
