I live in Thailand and I've many Railking O:Scale 3-rail tracks. Could I use it on my outdoor garden?

One problem you may encounter is finding 3 rail track that will survive outdoors.

It has been done, howevere, in all cases I know about G scale "light rail" was hand laid.
