Not all 2-4-0 engines have sound, it comes from the tender on some versions.
69232 is the LGB tender with sound that can be obtained separately, but has no markings, ships with decals.
I swapped top sections on my non-sound tender to get the better tender markings. Then I sold the non sound tender on E-bay as it had brand new wheels.
I couldn't find the manual for that loco. I found one for a similar one that has the switch. It has some useful info about the sound. You have to look for the english section on pages 7 & 8.

I can't help with the particular problem you are having, but when I bought a used LGB steam engine I was able to find the manual for it on the LGB web site in Germany. Since you know their stock number (20231.3) you should be able to find the manual if you can read German.

I have an LGB Rio Grande 2-4-0 loco and tender, with road number 1218, and under the loco is number 20231.3. I was unable to find a user manual for it. I am not sure what to do to activate sound? Runs fine otherwise. The loco has the 0-1-2-3 switch. Have tried all and no sound. Perhaps loco or tender is needing some additional parts? Any help or guidance would be greatly appreciated!
