I have looked at those in person at Micheals. The figures are only about 1.5 inches tall. Better suited for O scale.

Hobby Lobby figure finds
Posted by Rene Schweitzer on Friday, October 3, 2008 9:47 AM

Been meaning to post this. . .

When hubby and I were in Minnesota last weekend, we stopped at the local Hobby Lobby. In the train aisle were a bunch of tubes filled with various figures (the brand was Toob), such as farm animals, sea life, etc. There were a number of sets with figures in them, such as Jamestown Settlers, Indians, Wild West, and more. The figures appeared to be around 1:32. Each tube cost $8 and had maybe a dozen figures in it--pretty good deal. I imagine they could be modified and spiffed up easily.

Here's a link to the line of "toobs": https://www.fatbraintoys.com/google_search.cfm?q=toob&x=0&y=0
