Garden Railroading in the Pacific North West (RAIN!)

Please forgive me if this question has been asked many times before. I've tried searching with no luck.
I live in Washington State. It rains and blows most of the year here. How do folks in such climates (British Isles) operate comfortably? Central Control under a roof? I'm an indoor HO guy, so I haven't read much
at all about outdoor layouts but would like to consider something in the wife's garden.
Can anyone point me to basic tips/links regarding dealing with rain almost ALL the time, equipment wise
and physical comfort wise? In a raincoat around here I'd be good for 15 minutes max!

What's a little rain?

I ran over at Dave Goodson's in early April.   I wimped out after 7 hours in the rain and 40 degrees.   What a blast!

Apparently Washington doesn't have a monopoly on rain, as we also ran over at Richard Smith's Port Orford Coast RR in Oregon.
