for smaller tubing you can use a tubing bender -

If the tubing is brass then pour sand into it, to pack it, and then bend it around a former -or squeeze it in a die. Copper can be "annealed" by heating it to red in the flame nd then letting it cool naturally. It then becomes flexible but hardens soon after you start working it -but you can re-heat it. Treat steel as you would brass.
