Has anyone got info on handbuilding a train controller?

Hello,

I am trying to find data to build my own TX/RX engine controller. Anyone have any information along this line? Websites? I have a schematic for a motor controller w. accel/decel, I need data on decoder and particularly tv-remote IR receivers.
