I recently saw Ozark Miniatures is offering a resin water spout kit. No pics of it though on their website. They are usually responsive to email and maybe can email you a pic.

It's rebar wire for tieing up rebar in concrete. You can get a roll of it from the home depot for a few bucks (its a tip I got from Kevin Strong). I cleaned up it with a degreaser and gave it a few coats of spray paint. I used short pieces of aluminum tubing, painted and flattened for the bands.

I wasn't terribly impressed with with the large scale commercial offerings so I wound up making my own spout from 1/4" copper tubing (I flared out the bottom end pounding it on a round spike end and back in with pliers). The other bits are chain, cedar, styrene, fishing tackle, etc.

Hartford Products sells the water spout and hardware. I believe it is 1:20.3 in scale. I bought mine there a few years ago. I built the 50,000 gallon water tower out in Colorado in 1/24th scale and the spout looked okay as the water tower is large.
