The following table shows why you use a track guage rather than a pre-fabricated piece of rolling stock.

Although the gauge is 63.5mm the sum of the "flange" plus the "back to back" plus the other "flange" is 61.5mm. When the wheel corners it requires a wider gauge for the coning on the wheels to come into effect -64.5mm.
