Are 151's etc the best way to block control a layout?

I don't understand what you mean by "block control".  The 151 is simply a two-aspect semaphore, which won't help with anything that could be described with that term.  What do you expect "block control" to do for you on your layout?

In buildign my first new layour in ten years I want to have block control (but no command control) for my post-war layout.   Obviously I willneed to control power to the blocks.  Are the old Lionel accessories my best bet, or are there less expensive options?
