If you search for it you may find a Lionel add-on center pick up assembly that will mount on the trucks of the tender and can install the sound unit in the tender. You would have to take the tender to a parts dealer and see if he has something to fit.

While I don't have a General tender as a frame of refrence. I do not believe it would be possible. This is why they included a whistle in one of the passenger cars in the super o set.

Another option would be to get one of the Williams sound boards.  I believe they are fairly inexpensive.  It would be hard to get a regular tender whistle into a General tender.  You will either have to run a wire to the locomotive pick-ups, or change one of the trucks to one with a pick up.  You may be able to add a pick-up to your existing trucks, but I have not done this.

Hey Ya'll,

I'd like to see if I can fit a Lionel whistle inside a General's Tender, Of course, I wouldn't start on a new one, I'd use a junk tender if I can find one and a junk whistle mechanism to see if I can shoehorn it in.

My other option if to equip a modern 4-4-0 with sound. I'll more than likely go for sound, I just thought I'd see what the experts and non experts thought about it. Sounds like a great debate topic to me.
