I think an 11% grade is just right, if you are modeling a cog railroad.
6/54 = 11.1%
I have a 3% grade on a straight track. The non-traction wheeled engines have a difficult time with this grade. To get a 3% grade and a rise 6", you will need about 16' 9" of track.
