Yes that is one of them... but there are others that don't require 'Quicktime'... which makes your PC anything but quick!

There are a number of tools you can purchase that will allow you to do this type of thing.  I don't remember them off the top of my head, but you basicly stand in one place and take all the necessary pics, then assemble them using the tool.

This is mostly used on realestate sites for 360 room views and such.  Also seen it used on auto sites for car interiors.

More importantly - is this the inside of an Engine or Round House?  Those look like ash pits under the cars, if so should they be inside the Engine or Round House?  I thought they were outside on the leader tracks to empty the engine and tenders before entering the facility (reduce the risk of fires and such)?

A person on another forum made this; reminds me of something between a still photo and YouTube with applications I'd think, for showing your layout. Zooms in and out and take your mouse and drag left and right and see what happens. He says he'll be creating 360VR's where if you click on doorways you go into the next room in phase II. (tried but failed to make this link live so you might need to copy and paste)
