The track has a third rail for hill climbing or cog rail.

The center third rail is and has been used for streetcars in many places, including Washington, DC.  The best known recent installation is in Bordeaux.  The top of the rail is completely exposed.  They switch it on and off in short sections, so that the train always covers the "hot" section.  That picture looks like it might have been taken there.
