Old Lionel Lines Caboose - "Built 9-47"

It says Built 9-47 on the outside of the caboose. Does that mean it was built September of 1947?

No, just that that was when they made the artwork and probably near the start of production. Those "built" notations often persisted for many years without updating. If you want to post the model number and description (color, couplers, etc.), we can probably give you a range of time when it was made.
