It is a number 87 "Lionel Railroad Crossing Signal--Just like those used on many grade crossings.  The bright red lantern on white background is illuminated at intervals of a second by means of a device placed in the interior.  It is thrilling to watch this automatic "blinker" operate continuously without attention, by means of mechanism in the base which also contains terminals for connecting wires.  This Crossing Signal is 6 3/4 inches high.  Can be used with 'Lionel Standard' or 'O' Gauge equipment."  It cost $5 in the 1929 catalog.

Got an pictures of the accessory in question. Visual aids make things so much easier, and leave a smaller margin of error in identifying things.

The accessory has a painted dark green base about 3 inches square and 1 inch tall.

Above the base is a pilliar about 1-1/2 inches square and 3-1/2 inches tall - Yellow in color.

 Mounted on top of the pilliar is a round signal 1-3/4 in diameter painted white.

Inside the round signal is a lamp that blinks on and off when connected to power.

It is heavy cast and has printed "Caution Drive Slowly" on three sides.

On the fourth side the following has been cast into the metal in raised letters "Made by the Lionel Corporation New York"
