F-3 Unit stops at moderate-fast speed

I've got a MTH/RailKing Harley-Davidson F-3 R-T-R Freight Train Set, #30-4120-1 that comes to a complete stop when I get about 3/4 into the throttle. It goes again after turning the throttle all the way to off and then back on again. Anyone seen this before?
