Had the exact same problem with the 0-4-0 Reading switcher.  Sent it back to my train guy he replaced it NO questions.

Our clubs Polar express engine started to slow down last year.We sent it back to Lionel twice.They could find nothing wrong.This year it ran for a couple of minutes and slowed down again,finally stopping completely.When reversed it ran fine.There were no binds in the mechanism and the motor turns freely.I replaced the e-unit with no change.In desperation I cut the wire to the slide switch that locks the engine in forward.I've had problems with these switches in the past where the engine would not run or reverse,but not slowing.Now everything is fine.I just thought I'd pass this along.This could occur in any of the low end lionels with the 600-0103-001 board.
