Also, if it is with an old conventional [not electronic] Eunit, the plunger may not be pulling the cylinder up to change as you have the unit upside down.

GMAN, if you really think your engine is messed up, one of the best train repair places is in Milford, Ohio; Davis Trains.  They have fixed some very tough problems for me in the past.

It's doing what its supposed to.  Most 3 rail AC locos run with an Electronic Reverse Unit (E-Unit).  Normal pattern is F-N-R and then repeat.  There were some E-Units that went from Forward directly to Reverse.  These were called 2 position E-Units.  There is also a lockout lever that will lock the engine in whatever direction you chose.
