They are $22.50 at The Train Tender.

I own an 8214 that I bought for my sone around 1986. It no longer goes forward, only backwards. I was told that the pc board inside is malfunctioning and they don't make the part anymore. They're on e-bay for more than $60, but price is dependent upon how much someone wants the product. You can buy a brand new Lionel 2-4-2 for around $80
According to Greenberg's Guide to Lionel Trains 1970-1991, volume 1, Motive Power and Rolling Stock, your 8214 Pennsylvania 2-4-2, was built in 1982-1983. It has a die-cast metal body, headlight, AC/DC motor, electronic e-unit, and mechanical sound of steam. The book states a value of $60.00, but remember, that was 1991. You could probably expect $40.00 for it, if someone wanted it.
I have my Dad's old scout set with a 1110 engine, that I would be lucky to get $25.00 for, but it's value to me is much greater. The same probably holds true with your engine.
Clean it up and play with it again!!
I found this old lionel engine and tender that i had gotten when i was 3 years old. The paper with it has part number 70-8214-250. I am now 28 so this Loco is at least 25 years old, and still works. Can anyone give me some info on it. Engine number 8214 and tender has Pennsylvania on the side. How much could this be worth? And when was it exactly made?
Thanks
JB
