Is the 18095 a scale locomotive, this is from 2000

If you're referring to the PRR #460 atlantic from 2000, then yes, it is a scale loco. It doesn't have cruise so it's a bit of a fast runner but has very nice proportions compared to the MTH version which seems to be too long. Mike

I have the 6-28704 from 2005 and that one is scale.  I believe it is pretty much the same engine as the one from 2000.  The only problem I had with this one is that the pickup rollers on the engine are spaced very close together and would not span some of my switches.  I added a two wire tether and that solved the problem.
