Jake, isn't that the O-N 30 Shay that runs on HO track ?  Narrow gauge .

I think they made a lot of nice G-scale stuff & HO, not sure if they made any O stuff, though !

The Bachmann On30 stuff is O scale, but runs on HO (16.5 millimeter) track to simulate 30-inch narrow gauge prototype track (not that that was ever much used in the US).
