397 Coal Loader

Just got a 397 coal loader to fix up at the train show in Albany NY. I'm getting ready to replace the belt and noticed the rollers in the boom don't turn. The one at the top spins free and the bottom turns with the motor but the ones in the middle are stuck. Is this normal or should I try to free them up? Thanks, Denny

Denny,

             There are only two rollers: the idler roller at the top, and the driving roller on the bottom.  The parts in the middle are boom spacers that do not turn.  Just leave the spacers the way they are.
