Engine will not run

I have a 1941 lional train I have had since it was new. It doesn't run. I have disassembled the engine placed it on a section of track. It is getting power as the light still works. It will click but the motor won't move. It will turn by hand. I probably haven't had it out of its box in twenty years. The transformer is putting out 17.8 volts. I am hooked up to the a and u terminals. b doesn't seem to do any thing.

Give us some more information such as the number on the locomotive.

On first glance it sounds like the e-unit is not engaging which can mean the loco is stuck in neutral.

Check to make sure you haven't acxcidently locked in neutral.  There is usually a lever on the loco to disengage  the e-unit in whatever state it was last in.  Try sliding the lever and then raise and lower the voltage to try and cycle the e-unit.  It's possible the unit is actually stuck and may need to be worked on or replaced.

Please include the make, model, and year of manufacture of the transformer that you are using. (Some transformers will have all of this information; others will not; but all will have some of it.)
