You've got a Rio Grande 2-4-0 Porter type engine. It is black plastic with white lettering, a Type 1 brush motor, two position reverse, 1130 oil tender with mechanical sound of steam(ie: beans in a barrel).

This engine pulled set #1662, The Black River Freight.

The set included a B&O/Chessie yellow O-27 hopper, a greem CB&Q gondola, a Republic Steel flat with stakes, and an orange non-illuminated Rio Grande caboose.

The set also cam with road signs, 2 canisters for the gondola load, a cardboard tunnel, freight station, and bridge, a trestle set, transformer, 8 curved and 4 straight track pieces.

The engine in TCA graded "mint" (C-10 with box) is worth about $30. The cars considerably less. The scarce items are probably the cardboard accessories which rarely fare well over time!
