Wanted to add to what I wrote. These sets dont have alot of monetary value but they are still nice collectables. I have some wind-up trains made by Hafner, Wyandotte, and Amer. Flyer. Most are inexpensive but I still enjoy collecting them. So just wanted to explain myself.
Wyandotte/Hafner wind-up
I think that was made by Wyandotte toy company. I see them on e-bay occasionally. I'll see if I can find one and copy a picture too see if its what you are looking at. Not too much value in them and I'm not sure if they even run on track. Could be a floor toy.

I think there are several variations, but definately a floor toy.
Man has a Ranger RR wind up tin toy train from the 1940's.
Does anyone have any info on this.
