Did Lionel goof?

I just picked up the Lionel Post War Celebration 6262 wheel car from the 2006 book 1 catolog and was suprised to find it in a regular box and no plaque on the bottom side. The catolog states it comes in pwc box and plaque, did someone drop the ball on this overseas and will this be an error car? I collect the pwc series to run since nice originals are out of my price bracket.Your thoughts on this matter.
