If memory serves me, don't you have the Lionel CW80 transformer? Just a guess, but it could be that whole switch the red and black wire thing. If you are using something else, not sure what to tell you, but if it is the CW80, try the wire switching.

Only advice I can give you is, call Williams and they should correct the problem. I have done this and they responded quickly.
