Looking for a Lionel PWC 6-29794 PFE Ice Car - Impossible to find

My dad is looking for this car for some time and I thought I might ask around. I have not seen one on the Bay nor through a google search. Why is this one so hard to come by - its like the 6-26026 Mercury Capsule car. PWC is being very collectible lately - about 3 years ago I purchased every item that is now RARE or hard to come by for 40% off. Now dealers are seeming potential in this series and are no longer having blowout sales at the end of the model year.
