Call or e-mail Weaver. I think they do custom runs.

These folks do most of the custom Weaver Cars:

Tom Gascoigne at Buffalo Creek Graphics, 1763 Baseline Road - Unit #450, Grand Island, NY 14072 or via email at BCKGraphics@aol.com

Lionel, MTH and Atlas O do custom runs, though I believe all have higher minimums.

Buffalo Creek Graphics does limited edition cars, but I don't know if they'd do a custom run.

Finally, Walter at Ready Made Toys will custom run his Beeps, so you might see if he has something in his product line (like his caboose) that might be doable.

Check with Buffalo Creek Graphics. They have a lot of their stuff highlighted in the train mags.

RGS has a booth at most train shows in the Phila. area. They do fine work, and their minimum "O" run is 50. Phone (570) 457-6805
