Are Kitbash HO locomotives a quality product?

I'm just starting in model railroading and haven't invested much yet. I was wondering if Kitbash HO locomotives were of high quality. Also, which DCC unit is the best to invest in for someone on a tight budget.

You would receive more and better information about this over on the Model Railroader forums, where the HO enthusiasts hang out. The Classic Toy Trains forum is geared to toy trains in the larger gauges.
