Is there a chance you're using a DC supply, like one meant for HO trains? Your tender expects AC, from a transformer.

Sounds like the relay is stuck closed. This should help (see page 2):

The other (less likely) possibility is that your transformer is sending a continuous DC signal to activate the relay. Can you borrow another transformer to test this possibility?

Hi, I have and old Lionel post war whistle tender. When I first got it, it would not whistle at all. I cleaned it some and now it whistles all the time as soon as I put it on the track. Any suggestion for an electrically challenged train fan?
