I've used dark charcoal colored carpet padding (felt-like in consistency) about 1/8 inch thick with great success. You can buy rolls of it at carpet stores for a reasonable price around here. It has the advantage of looking similar to dark grey ballast under tracks without having to do anything to it.

If your looking for cheap and temporary go with carpet padding!
You can buy it or go to a carpet store and ask for their cut offs or throw aways.

It also works better than cork.

I need to slap down some track on top of a temporary surface on my benchwork: I ran out of time to fini***he permanent sub-roadbed in order to get trains running for Christmas. I'd like to put some cork under it in order to reduce the noise.

Because the set-up will not outlast January, I'd like to use CHEAP cork, if there be such a thing. I've looked into large sheets and rolls that I could cut strips from, but, although I figured it would be cheaper than pre-cut roadbed, that stuff goes dear!
