Hello Diamond ! The Sound-of- Steam- unit in the Tender of your #8600 never had a whistle at all! It only had the Chugging sound in it. If you want a whistle sound; Lionel made numerous Whistle Shacks over the years that can be bought at a reasonable cost and they are easy to find.I've seen quite a few at various train shows & shops.Hope this helps.

Try reversing the direction of the wires going to the track. If this doesn't work, it could be that you have either a defective whistle or controller.

My NYC 4-6-4 steam engine #6-8600 with matching tender which has steam sounds doesn't whistle. Any comments?
