I've been told that automotive engine paint can be used sucessfully to repaint bulbs.

Silicone-rubber boots have long been available for coloring small lamps:

The shape and size of a lamp are given by a letter, like T for tube or G for globe, and a number, which is the diameter in eighths of an inch. For example, a 14.4-volt number 53 lamp is a G-3.5.

It seems that you can also buy paint specifically intended for painting incandescent lamps:
