I have heard that Atlas RTS is based on WinRail:

Unfortunately, I do not see a Lionel tubular track library for it. Even if it was available, you would probably have to pay a charge for it.

You may want to look at RR-Track, which does have track libraries for all the major O-Guage track systems.
