Testing Flyonel Railsounds boards

I have run into a problem that the so-called service dept at Lionel was totally useless for help. A customer dropped off a AF UP Alco B unit with Railsounds that is DOA.(10yrs+ old) It worked when new for about 3 xmas's then put away. Recently he pulled it out to run this xmas for his new grandchild. And surpised it's dead. I cheched the speaker its good.  Now the problem is how to test the boards. the alleged service mngr said the only way to test it is put the boards into another unit. As I explained to him that doesn't solve the problem. I asked how to test the 3 boards too see if they are good, not just swap them.

When I asked for any info that may be stored or archcived in the system he stated they don't have anything like that. (this was all done by email, wouldn't talk to me directly) When I asked him how does Lionel test bad boards that come in, I was told that they are just replaced. The old boards are tossed.???? Anyone that can help or who knows how to test/repair the circuit boards I'd appreciate the help. Thanks
