I had to shim the motor with plastic plates to set the gear lash so that the nylon gear does not get torn up by the brass motor gear.

Just for fun I added the motor from an old cordless drill and used one if it's nylon planetary gears to accept the drive shaft.

Well that is very possible,I do know that the frame is machined not cast and some of the screws are beveled to match the profile.

I'll make a guess:

 probably an unfinished locomotive kit. There were some 0 gauge loco kits back in the day...

  Sometimes the builder ran out of time, or lost interest, and eventually passed on...

 I have seen some partially finished kits at train shows. 
Or, it's an incomplete Scratch build. Most likely a kit, though.
