American Flyer S gauge Fastrack Command Switches

I recently left Lionel O Legacy for American Flyer with intentions of returning to Legacy in S scale.  While waiting for the new Base 3 to arrive (no idea when), I decided to step back into TMCC with the old Command Base and Cab 1.  I have several command switches on the layout.  I do not yet have any command engines to try, but I decided to try to work on the switches and set them up.  I noticed that the base is not responding at all, and I seem to remember a light flickering when I turned the knob or pressed any buttons, but it is not doing that. As I was trying to begin programming switches, I cannot get the switch to blink when I press the button.  Can someone tell me if I have to have the TMCC Base on in order to get the switch to blink?  I have a feeling that I have TMCC problems, but am not sure that I even need to have it on to start the program blinking feature.  Sorry to ramble, but I wanted to set the stage for my intentions.

I solved the issue.   Just for reference, the command base must be hooked up in order for the switch to blink in set mode.  My base power supply had been replaced with a dc output supply. That is the one thing that I did not check.  I replaced it with  an AC output supply and everything is working fine.  One other note- the supply must either be 3 prong or you need to add a ground To the outer barrel of the connector or the  #5 pin on the serial output on the command base.
