I remember Twin Pines and Milky the Clown too, and when I was growing up lived near a Twin Pines depot. We got milk delivered to our home by a Divco (Detroit Industrial Vehicle Company) truck decorated with the Twin Pines logo.
The cans are magnetic and to get the cans to come out smoothly you need to slowly increase the transformer voltage, then after the can comes out, slowly reduce voltage and the man goes back in. Do this continuosly for each can. Also, don't reduce the voltage all the way to zero, or the train will start to run as you bring the voltage back up.
I used acrylic paint and it adhered just fine. After I finished painting, I did spray with clear spray paint too.

I live in NJ and went to U of Michigan 1963-1967. My roommate had a clock radio which turned on every am at 7, and we always hit the Twin Pines ad, in which they referred to themselves as the "Em-ploh-yee" owned dairy. I was Never sure whether that was a Michiganism or a company tweak on the word. But it is A strong memory, as is everything from those 4 years. It lead to 2 more generations of wolverines forever changed by their experience.

Mine pops out quickly with the solenoid popping the cans all around.
