In checking the owner's manual this is what they refer to as Proto Sound 1. For this you do not have to have a MTH Command Control  System, it is essentially a "conventional control" item. On page 31 it gives you a list of the compatible transformers that can be used for operating. If you are experienced in two rail trains you are familiar with DC power packs that one side of the control is for forward the oposite for reverse. With the three rail polarity remains the same regardless of direction, it is controled by a reverse unit that is controled by cycling the power which will cycle the reverse unit from neutral, forward, neutral, reverse, neutral. 

Are there any three railers or hobby shops in your area that can be of help. In generality  where are you located, there might be someone on here reasonably close that can be of more help.

They are Pennsylvania R.R.   STK.#20-2219-1  Cab no.9546,9528.9528B. I was looking at the manual it said something about Rail Sounds and Lionel but nothing about needing MTH Command Control. As you can tell by now I have a lot to learn.This is sure a whole different ball game than H.O. Thank you for all the help and advice all of you have givin me so far in my change to ''O''
